Regulations for Subscription of a Philatelic Dealer’s Plan
  1. PHILATELIC DEALER’S PLAN DEFINITION
    1. Philatelic Dealer’s Plan - the quantity of each of the subscribed products can be different and is remained the same for all issues to be released in the corresponding year.
  2. PHILATELIC DEALER’S PLAN CLASSIFICATION
    1. The Philatelic Dealer’s Plan is classified as either the Annual Philatelic Dealer’s Plan or the Extraordinary Philatelic Dealer’s Plan.
    2. The Annual Philatelic Dealer’s Plan is defined to all those, which have been approved by the Macao Post and Telecommunications Bureau (CTT)-Philately Division, generally in the year before the one it concerns, enabling the supply and acquisition of all philatelic issues to be produced in the corresponding year.
    3. The Extraordinary Philatelic Dealer’s Plan is defined to all those, which have been approved by the CTT-Philately Division during the corresponding year, allowing the supply and acquisition of all philatelic issues produced from the date of its approval until the end of the year.
  3. TYPES OF SUBSCRIPTION OF PHILATELIC DEALER’S PLAN
    1. The application for a subscription or a renewal of a Philatelic Dealer’s Plan can be carried out as follows:
      1. At the counter to be indicated by CTT;
      2. By Mail, Fax, E-mail or Internet.
  4. PERIOD OF SUBSCRIBING AN ANNUAL PHILATELIC DEALER’S PLAN
    1. The subscription of an Annual Philatelic Dealer’s Plan should be made in the fourth quarter of the previous year to the plan is concerned.
    2. If the subscription has not been carried out within the terms mentioned above, but instead has been made during the year concerned, then the CTT-Philately Division can change the application into an Annual Philatelic Dealer’s Plan’s Subscription, provided that there are still subscribed products available of the issues produced until the date of its Approval.
    3. The approval of the Subscription renewal of Annual Philatelic Dealer’s Plan has priority over the new plan.
  5. REQUEST FOR SUBSCRIBING AN EXTRAORDINARY PHILATELIC DEALER’S PLAN
    1. The subscription of an Extraordinary Philatelic Dealer’s Plan can be made at any time.
    2. The CTT-Philately Division may disapprove an Extraordinary Philatelic Dealer’s Plan Subscription if former compromises do not allow it.
  6. CHANGE OF AN EXTRAORDINARY PHILATELIC DEALER’S PLAN INTO AN ANNUAL PLAN
    1. If there are still philatelic products available and within the terms of n°4.2. previously mentioned, the CTT-Philately Division will change an Extraordinary Plan into an Annual Plan.
    2. Whenever possible, the CTT-Philately Division will make available, at a place to be indicated, the issues produced until the date of Approval of the Plan together with the first supplies of the subscribed and approved Plan.
    3. The CTT-Philately Division will give preference to earlier applicants when changing an Extraordinary Philatelic Dealer’s Plan into an Annual Plan.
  7. PURPOSE OF THE BAIL-DEPOSIT
    1. After an Annual or Extraordinary Philatelic Dealer’s Plan has been approved, the CTT-Philately Division is responsible for the supply of all philatelic products subscribed and produced during the period it is still in force. Therefore, the subscriber should also be responsible before the CTT-Philately Division for the payment and the collection of those products.
    2. To guarantee this, the subscriber should, together with the application form, pay a Bail- Deposit to the CTT-Philately Division corresponding to approximately 30% (thirty per cent) of the value of the Philatelic Dealer’s Plan subscribed. The subscriber will definitively lose this deposit in favour of the CTT-Philately Division, in case he does not proceed to take and pay the products of issues subscribed within six months, after the valid period of the subscription.
  8. ADMISSION OF A PHILATELIC DEALER’S PLAN SUBSCRIPTION
    1. The CTT-Philately Division will not accept an application of subscription for Plan which is not in compliance with the minimum quantity of stamps and souvenir sheets fixed in each annual subscription and if is not accompanied by the respective bail-deposit.
    2. The Subscriber is only allowed to subscribe to one Plan for each Application Form. Under the terms of nº10.1. it is possible to subscribe more than one Plan. However, the subscriber has to complete one Application Form for each Plan and attach with the respective Bail-Deposit.
    3. Application not accepted will be returned to the subscriber attached with the bail-deposit (if applicable). However, CTT-Philately Division will deduct any incurred expenses and will not be responsible for the loss during the returning process.
  9. APPROVAL OF A PHILATELIC DEALER’S PLAN SUBSCRIPTION
    1. The acceptance by the CTT-Philately Division of the completed Application Form as well as of the Bail-Deposit does not guarantee the approval and the supply of the philatelic products requested.
    2. The Philatelic Dealer’s Plan Subscription is considered approved by the CTT-Philately Division when the Subscriber has been informed in writing or when he starts collecting the philatelic products of the subscribed Plan.
    3. If the subscribed plan is not approved, the CTT-Philately Division will inform the subscriber and return the paid bail-deposit until the end of the year in which the subscription is made.
    4. If the returning of bail-deposit is made after the date referred in point 9.3., interests with rate effective in the market will be added to the amount corresponding to the period between that date and the day of return.
  10. SUBSCRIPTION OF MULTIPLE PLANS
    1. Each Subscriber can subscribe to more than one Philatelic Dealer’s Plan.
    2. For that purpose the subscriber must complete one Application Form for each Plan, as well as to make the corresponding Bail-Deposits.
    3. The Multiple Plans Subscription is conditioned by the CTT-Philately Division.
  11. PHILATELIC DEALER’S PLAN VALIDITY
    1. The subscription of an Annual Philatelic Dealer’s Plan is valid throughout the subscribed year.
    2. If CTT launches a philatelic issue not included in the Philatelic Collector's Plan of that year, the subscriber should, upon the advice of the CTT-Philately Division, increase the balance in order to receive all the subscribed products of the produced issues.
    3. The subscription of the Extraordinary Philatelic Dealer’s Plan is valid from the date of its Approval until the end of the corresponding year.
  12. PAYMENT OF THE BAIL-DEPOSIT
    1. The payment of the Bail-Deposit, which corresponds to Annual or Extraordinary Plan’s Subscriptions, can be carried out as follows:
      1. In cash;
      2. By cheque;
      3. By bank transfer;
      4. By credit card;
      5. By electronic payment;
      6. By GovPay.
    2. The payment of the Bail-Deposit can be made:
      1. At the Post Office counters, in Cash (only in mop), by cheque or credit card or GovPay;
      2. By Cheque sent by mail payable to “Direcção dos Serviços de Correios e Telecomunicações - Subscrições de Filatelia”.
      3. By Bank Transfer into “Direcção dos Serviços de Correios e Telecomunicações - Subscrições de Filatelia” Account, nº 180101207809882 at the Bank of China, av. Dr. Mário Soares, Macao and nº 9000028586 at Banco Nacional Ultramarino, Av. Almeida Ribeiro, Macao;
      4. Online purchase can be paid by using the credit cards of VISA or Mastercard, Union Pay Online Payment Service, BOC net, ICBC ePay, Wechat Pay or Alipay;
    3. Cheques are only accepted as form of payment when they are duly certified.
  13. ADDITIONAL EXPENSES AND EXEMPTIONS
    1. The following procedures are liable for payment of additional expenses:
      1. Sending subscribed philatelic products by mail (Deposit-Postal Charges);
      2. Payment by cheque or bank transfer;
    2. Whenever the amount of the Bail-Deposit exceeds MOP100,000.00, CTT will pay the costs, referred in nº13.1.1.
  14. RENEWAL OF AN ANNUAL PHILATELIC DEALER’S PLAN
    1. The Annual Philatelic Dealer’s Plan Subscription must be renewed by filling in the corresponding renewal form if the subscriber intends to keep on receiving the philatelic issues for the following year.
    2. For that purpose, it is only necessary to indicate the Philatelic Dealer number and to fill in the points, which have information changed compared to the previous year.
    3. The CTT-Philately Division will give priority to the earliest subscribers for approval of the Renewal of the Annual Philatelic Dealer’s Plan Subscription.
    4. With appropriate adaptations, it is applied to the Renewal of Subscription the one stipulated in the present regulations for General Subscription.
  15. USAGE OF THE BAIL-DEPOSIT
    1. The CTT-Philately Division will return to the subscriber the Bail-Deposit of the Annual or Extraordinary Philatelic Dealer’s Plan after payment and supply of all philatelic products of the subscribed Plan.
  16. PAYMENT OF THE SUBSCRIBED PRODUCTS
    1. The subscriber of the Philatelic Dealer’s Plan should pay each philatelic issue either when collecting the philatelic products corresponding to the subscribed Plan or at an earlier date.
    2. In order to pay the above mentioned products, the subscriber must get a Dealer’s Plan payment note and make the payment at the Postal Savings Bank counter.
  17. COLLECTION OF THE PHILATELIC PRODUCTS
    1. The subscriber who prefers to receive the products of the subscribed Plan at a place to be indicated by CTT, should present a valid document of identification.
    2. If he is unable to collect the philatelic products personally, he may indicate those who are entitled to receive the products besides himself.
      1. For that purpose, it is necessary to fill in the respective form obtained at the subscription counters and to hand in one recent, colour photo of each person authorized.
      2. The authorized person should present a valid document of identification when collecting the products.
  18. DELIVERY OF THE SUBSCRIBED PLAN BY MAIL
    1. Those, living outside Macao, interested in subscribing a Philatelic Dealer's Plan and are unable to collect the philatelic products personally or send an authorized person at a place to be indicated by CTT, can request the CTT-Philately Division to make their subscription and to be delivered by registered mail.
    2. Under the terms of nº 18.1 the subscription application is in compliance with the established Regulations and is subject to postal charges. Therefore, the interested subscriber will pay a postal charge-deposit, with the value being calculated case by case, taking into account the number of subscribed packages, location and mode of dispatch.
  19. PHILATELIC PRODUCT RETURN AND EXCHANGE
    1. Subscriber should read carefully the philatelic product return and exchange terms of CTT before apply the subscription, and please note that the related terms are subject to revision from time to time. Subscriber is advised to check the terms and conditions regularly for any changes.
    2. For applying the return and exchange request, the philatelic product is damaged, faulty or defective without any human factors caused by the subscriber. The returned philatelic product should match with the Annual Subscription Plan.
    3. Subscriber should check the condition of the products upon receipt. If there is any damage, fault or defect, subscriber should have to notify the CTT-Philately Division and request for return and exchange by written within 10 days upon the receipt.
    4. Subscriber submitted the request of return and exchange does not mean that CTT has agreed to accept the return or replace the related philatelic product. CTT will review the request upon the receipt and will inform the subscriber whether it is accepted or not.
    5. All relevant return charges and expenses shall be borne solely by the subscriber. In any case, CTT shall not compensate the subscriber for the return fees and expenses.
    6. CTT has the right to reject the return and exchange request if the related philatelic products are out of stock.
  20. DESISTANCE, PARTIAL INTERRUPTION OR ALTERATION
    1. The CTT-Philately Division does not accept a request for discontinuing a subscription or partially interrupting the supply of products belonging to a certain issue.
    2. In case of a request for discontinuing or partial interrupting the payment of the philatelic products subscribed, the subscriber will forfeit the whole Bail-Deposit, in favour of the CTT-Philately Division.
    3. It is not allowed to alter a Dealer’s Plan during the period it is still in force. Nevertheless, it is possible, at any time, to subscribe to a new Plan, which will be treated as an Extraordinary Philatelic Dealer’s Plan and ruled accordingly.
  21. STATEMENT OF ACCOUNT AND INVOICE
    1. Besides forwarding the subscribed products, CTT will send, for each Philatelic Dealer’s Plan processed the respective payment receipt.
    2. The Subscriber should check the receipt and other documents delivered as well as all the philatelic products received.
  22. SENIORITY BONUS
    1. The Philatelic Dealer’s Annual Plan Subscriber will benefit from a Seniority Bonus if he renews his Annual Plan’s Subscription.
    2. For each year of continuous renewal, the Subscriber will benefit from a 1% Bonus until a maximum of 5%.
    3. The Bonus will be offered on the first renewal, based on the subscribed Plan value.
    4. The Bonus is calculated by the CTT-Philately Division and credited to the payment corresponding to the last issue of the renewed Plan.
    5. In case of multiple plans, the bonus is based on the individual value of each subscribed plan.
    6. The accumulated Bonus will cease with the interruption of the subscription.
  23. ACCEPTANCE OF COMPLAINTS
    1. The CTT-Philately Division will accept all justified and provable complaints provided that they are presented within a maximum of 10 days from their occurrence and fall within the scope of the CTT-Philately Division responsibility.
    2. The handling expenses of a justified and provable complaint will be the responsibility of CTT.
  24. IMPONDERABLE OCCURRENCES AND LIABILITIES
    1. The CTT-Philately Division is not responsible for any loss caused to the Subscriber of a Philatelic Dealer’s Plan, namely, as consequence of:
      1. Cancelling or postponing philatelic issues;
      2. Loss of products mailed to subscriber non-residing in Macao.
    2. Likewise the CTT-Philately Division is not responsible for the loss of the Bail-Deposit sent by mail, either in cash or in a cheque.
    3. The CTT-Philately Division does not advise the payment of the Bail-Deposit by cash through the mail, without insurance.
    4. Whenever any of the circumstances mentioned in nº 24.1.1. occurs, the CTT-Philately Division will inform its clients on time.
